Dorian Kennedy joins the Association of Dental Groups (ADG) as the new Director of Policy and Research from June 2026. This appointment follows the continued expansion of the ADG’s policy and reform agenda as the organisation marks its 15th anniversary. Dorian is a highly experienced former senior Civil Servant with extensive expertise in policy development, leadership, evidence‑based decision‑making and operational delivery across health, science, safeguarding, and public health programmes.
Neil Carmichael, Executive Chair of the ADG, said: “We are delighted to welcome Dorian to the ADG and look forward to the insight and strategic depth he will bring. His experience across complex policy areas will be invaluable as we help steer the next phase of reform in how dentistry is overseen in the UK. A key priority is addressing the UK’s chronic shortage of dentists. Strengthening the pipeline for home‑grown graduates, whilst ensuring trained international dentists can qualify through a fair and efficient Overseas Registration Examination, will be central to Dorian’s policy work.

Dorian joins the ADG from the General Dental Council, where he has been Policy Manager since 2024, leading work on dental nurse training, the Specialist List Assessed Application process and Temporary Registration. He has also strengthened team development, introduced new ways of working and delivered successful recruitment and staff engagement initiatives.
Prior to this, Dorian held several Deputy Director roles at the Department of Health, including leading the Children and Families Team, where he ensured the Health and Care Act 2023 maintained a strong focus on children and delivered strengthened safeguarding guidance. He also oversaw the public consultation on expanding water fluoridation in the Northeast and led teams of up to 24 staff with significant programme budgets.
